Recruiting a Human Resources Officer, based in Bogor, Indonesia
The World Agroforestry Centre (ICRAF) is one of a network of the Consultative Group on International Agricultural Research (CGIAR). As a global leader in agroforestry research and development, ICRAF’s ultimate purpose is to improve human welfare by reducing poverty, increasing cash income, improving food and nutritional security, and increasing environmental resilience through improved agroforestry systems. ICRAF has it’s headquarters in Nairobi, Kenya and works in 21 countries throughout Africa, Asia and Latin America.
In 1993, the World Agroforestry Centre opened a program for Southeast Asia with Bogor, in Indonesia, as its regional headquarters. We currently work in five Southeast Asian countries including Indonesia, Philippines, Thailand, Vietnam and China.
The Position
The Human Resources Officer will oversee the Human Resources Management in ICRAF Southeast Asia regional office. The position carries out responsibilities by managing the following areas: Contract Management, Employee Relations, Compensation and Benefits, Organization Development and Training, Employment, Performance Management, and Personnel Administration. Assist the organization in Development and Implementation of best practices in Human Resources Management that are consistent with ICRAF’s mission and values.
Duties and Responsibilities:
The successful candidate will be expected to perform the following tasks:
Take lead in staffing planning by coordinating with the line manager/supervisor on their staffing and recruitment requirements and give recommendation to rationalize utilization of human assets and safeguard the agreed staffing planning
Responsible for management of contracts and ensure internal compliance with regards to the procurement of services
Provide guidance for orientation of new staff
Responsible to develop and update Human Resources Policies and procedures that ensure compliance to regulatory concerns
Responsible for updated total remuneration policies and practices to reflect changing in market practices that could impact the organization to maintain competitiveness
Monitor and implement employee performance evaluation such as providing guidance/counseling, rewards system to ensure effectiveness of performance management system that enhance development and motivation
Facilitate communication and cooperation among units and human resources
Responsible for implementing updated human resources information systems and timely personnel administration.
Qualifications and Skills Required:
This position requires at least the following qualifications and capacities:
Master degree in Human Resources or a BSc degree with extensive Human Resources training and experiences
At least 5 years relevant working experience in multicultural environment
Strong communication, negotiation, liaison and representation skills
English writing and speaking
Demonstrated high effective management skills and capacity to work in a team environment
Strong character, multitasking person and able to work under pressure
Having vision to develop organization and intention to develop continuous improvement
Having interest in receiving feedback from others
Good Team Work and Team-oriented and willing to work as a member of an interdisciplinary team of ICRAF technical and logistical staff.
Willing to travel.
Experienced in working with diverse group of partners (farmers, NGOs, local government officials, technicians, private sector, researchers and international organizations).
Terms of offer
This is a Nationally Professional Fixed Term position with a competitive salary and benefits package.
The contract is for a period of two years, with possibility of renewal, subject to a three months evaluation period, assessment of performance, and availability of resources.
